Gusmão cumprimenta Purnomo Yusgiantoro, ministro da Defesa da Indonésia

Jacarta, 22 mar (Lusa) - O Governo de Jacarta manifestou hoje interesse em investir nos setores do petróleo e do gás em Timor-Leste no âmbito da visita do primeiro-ministro timorense, Xanana Gusmão, à Indonésia.
"Há vontade da Indonésia em investir nos setores do petróleo e do gás. O Governo indonésio encara positivamente o convite" de Timor-Leste ao investimento em várias áreas, incluindo estas, disse, em conferência de imprensa, Teuku Faizasyah, porta-voz do Presidente indonésio para as relações internacionais.

O Governo indonésio deu ainda conta do seu interesse em investir em infraestruturas em Timor-Leste e disponibilizar crédito para comprar equipamento militar.

O ministro da Defesa da Indonésia, Purnomo Yusgiantoro, adiantou que Timor-Leste encomendou a um construtor indonésio de barcos uma lancha rápida para patrulhar o território com um custo estimado de 20 milhões de dólares.

Teuku Faizasyah falava no final de um encontro entre o Presidente da Indonésia, Susilo Bambang Yudhoyono, e o primeiro-ministro de Timor-Leste, Kay Rala Xanana Gusmão, para discutir as relações bilaterais.

Segundo o porta-voz, o Presidente Susilo Bambang Yudhoyono reafirmou o apoio indonésio à adesão de Timor-Leste à Associação de Nações do Sudeste Asiático (ASEAN), cujo pedido formal foi apresentado a 04 de março.

"É tempo de Timor-Leste fazer parte da ASEAN", disse Yudhoyono.

Os dois chefes de Governo concordaram ainda na necessidade de resolver os problemas relacionados com as fronteiras comuns.

"Relativamente às fronteiras comuns, o Presidente Yudhoyono e o primeiro-ministro Xanana Gusmão concordaram na necessidade de uma melhor gestão através de uma abordagem suave", disse Teuku Faizasyah.

"O Governo fez um esforço extra para finalizar as discussões sobre três áreas de fronteira", acrescentou.

As três áreas em análise dizem respeito a distritos de Timor Oeste: Delomil, no distrito de Belu; Manusasi, no distrito de Tengah Utara; e Naktuka, no distrito de Kupang.

"Há questões nas fronteiras terrestres", disse Teuku, acrescentando que é necessário resolver estas questões para depois se avançar para a linha de separação marítima dos dois países".

Os dois governantes assistiram ainda à assinatura de memorandos de entendimento sobre descentralização e governo local, educação e formação diplomáticas, infraestruturas, educação e formação na área dos transportes e comércio.

"A discussão foi muito produtiva, muito frutífera. Estamos prontos a alcançar alguns compromissos", disse o porta-voz, adiantando que a assinatura dos memorandos é um "claro reflexo que os dois países estão prontos para avançar em várias áreas de cooperação".

Depois do encontro, o Presidente Yudhoyono ofereceu ao primeiro-ministro Xanana Gusmão um almoço no palácio presidencial em Jacarta.

A visita de Xanana Gusmão à Indonésia decorre até 25 de março.

EAST TIMOR, INDONESIA AGREE TO SOLVE BORDER PROBLEMS

Indonesia and East Timor on Tuesday agreed to step up cooperation in solving border problems, said an Indonesian presidential spokesman.
“Regarding shared borders, President [Susilo Bambang] Yudhoyono and Prime Minister Xanana Gusmao agreed to better management using a soft approach,” said Teuku Faizasyah, the presidential staff for international relations, at a press conference after a meeting between two heads of state at the Presidential Palace on Tuesday.

“The government has put extra effort into finalizing discussions on three border areas,” he said.

The three areas discussed were Delomil village in Belu district, Manusasi village in Timor Tengah Utara district, and Naktuka village in Kupang district.

“These are land border issues,” Teuku said. “ We need to settle these three border issues so that we can move on to the maritime baseline of the two countries.”

The two heads of state on Tuesday also witnessed the signing of five memorandums of understanding (MoU) — on decentralization and local government, diplomatic education and training, public works infrastructure, education and training in the field of transportation, and trade.

“The discussion was a very productive, fruitful discussion. We were able to reach some commitments. Five MoU were signed this afternoon,” Teuku said. “This is a clear reflection that the two countries are ready to move forward in many areas of cooperation.”

The Indonesian government also reported its willingness to invest in infrastructure in East Timor and give its neighbor credit to by military equipment.

“East Timor says it wants to buy military equipments, and our government is ready to provide it with export credit,” Teuku said.

Defense Minister Purnomo Yusgiantoro said East Timor wanted to buy a fast patrol boat to protect its territory and that it had ordered a $20 million boat from shipbuilder PT PAL Indonesia

“They want to be given export credit,” he said. “The government is ready to provide it from the Indonesian Export Development Agency (LPEI)," he said.

The Indonesian government also said that it would support East Timor’s bid to join the Association of Southeast Asian Nations (Asean).

RI BACKS EAST TIMOR’S BID TO JOIN ASEAN

Indonesia is committed to backing up East Timor`s effort to gain Association of Southeast Asian Nations (ASEAN) full membership.
"President Susilo Bambang Yudhoyono has hinted support for Timor Leste to join ASEAN. It is time for East Timor to be part of ASEAN," President Yudhoyono`s aide, Teuku Faizasyah, said.

Speaking to newsmen after a meeting between East Timorese Prime Minister Xanana Gusmao and President Yudhoyono at the Merdeka Palace here Tuesday, he said the two leaders had discussed the matter.

In Indonesia`s position as the ASEAN president, its support would be so meaningful for the accepting process of East Timor to become the regional organization`s full member state, he said.

At the friendly meeting, the East Timorese government appreciated Indonesia for providing its students with easiness to get temporary residential permits during their study period.

"There are four thousand East Timorese university students in Indonesia," he said.

President Susilo Bambang Yudhoyono and Premier Xanana Gusmao witnessed the signings of a number of memorandums of understanding at the Merdeka Palace.

Among the MoUs, signed by related ministers, were related to decentralization and management technical cooperation, educational and transportation cooperation, diplomatic training program, capacity building in public works, as well as marine, fishery, tourism and trade technical cooperation.

During the meeting, President Yudhoyono was accompanied by such cabinet members as Defense Minister Purnomo Yusgiantoro, Marine and Fishery Minister Fadel Muhammad, Foreign Minister Marty Natalegawa, Transportation Minister Freddy Numberi, Trade Minister Mari Elka Pangestu, Minister for National Education Muhammad Nur, State Secretary Minister Sudi Silalahi and Military Chief Admiral Agus Suhartono.

Xanana Gusmao was accompanied by Foreign Minister Zacarias da Costa, Economic and Development Minister Joao Goncalves, Infrastructure Minister Pedro Lay da Silva, Tourism, Trade and Industry Minister Gil Alves, Minister for Agriculture and Fishery Mariano Assanami Sabino, Military Chief Major Gen.Taur Matan Ruak, and East Timorese Ambassador to Indonesia Manuel Serrano.

East Timor is Indonesia`s former province, which seceded from the unitary state after majority of its people opted for going away from Indonesia in a UN-sponsored and organized plebiscite in 1999.
